Overview of State Budget
Pennsylvania’s annual operating budget is comprised of many different funds, revenue sources and expenditures. The budget must be adopted by the Constitutionally mandated date of June 30th. The total operating budget is over $60 billion; of which the State’s General Fund and federal funds make up the majority. The largest expenses from the state operating budget are in the Departments of Public Welfare (38.8% of General Fund expenses), Education (35.3% of General Fund expenses), and Transportation ($5.8 billion in expenses from the Motor License Fund and federal funds).
