Ferlo Calls for Moratorium
on Marcellus Shale
I have introduced legislation calling for a one-year statewide moratorium on all new Marcellus Shale natural gas well drilling in Pennsylvania.
I strongly believe we must take a step back to assess the impacts of this type of drilling on our communities and environment, and take the necessary time to put a protective statutory and regulatory framework in place to protect the public's health and our ecosystems.
SB1447 has been referred to the Environmental Resources and Energy Committee for consideration.

"It is time for the General Assembly to step up and pass legislation that finally tells corporate monopolies that we will not tolerate price gouging; and that we will not stand back idly and allow them to take advantage of a deregulated market to reap colossal windfall profits at the expense and ruination of Pennsylvania families."

2010 - 2011 Fiscal Year Budget Passed - Ferlo Discusses 'No' Vote
HARRISBURG, July 1, 2010 — Ferlo today offered the following comments following the Senate passage of the state's 2010-2011 budget:
"I could not in good conscience cast a positive vote for the 2010-11 State General Fund budget," Ferlo said. "I chose not speak about my dissension prior to casting a no vote because I did not want to appear criticizing the effort, albeit last minute, of the Governor and four caucuses who had such strongly held contrary views, and eventually compromised to meet the urgent deadline of June 30th."

Ferlo Calls for Statewide Moratorium on Gas Well Drilling in the Marcellus Shale
PITTSBURGH, June 11, 2010 — Today, Ferlo announced that he is circulating a co-sponsorship memo to his Senate colleagues and will shortly introduce legislation calling for a one year moratorium on all new Marcellus-Shale natural gas well drilling in Pennsylvania.
“An industry has sprung up in our midst which could hold great promise but it could bring more costs than benefits and has the appearance of re-creating the coal industry of the 1880’s in our state,” Senator Ferlo said.

Ferlo : Inaction on Comprehensive Cell-Phone Ban Could Mean More Lives Lost
HARRISBURG, May 24, 2010 — Ferlo today admonished Senate Republican leadership for inaction on his amendment that would have made it a primary offense to ban cell phone use/texting for all drivers (H.B. 67).
The Senate voted 32-15 to table the Ferlo proposal, which would have applied the ban to all drivers, rather than just junior drivers.
“Senate Republicans have no excuse for burying this critical legislation,” Ferlo said. “I have to wonder why anyone thinks adult drivers are any less distracted by chatting away on cell phones or diverting their eyes from the road to text message than teen drivers.”
